High end PC with high fps but 1% lows stutters

I just upgraded my pc and was excited to get back into modding Skyrim again, but Im having issues with very annoying microstutters every second or so. It happens with or without ENB. I Tried resetting all my INI files, reinstalling the game, and made sure that mods such as papyrus are up to date. I am very confident it has nothing to do with my pc since i can play Cyberpunk on max settings with no issues. Would appreciate any insight, if needed I could record a short clip demonstrating the issue.

Papyrus is not a mod. Also Papyrus is so choked in Skyrim SE/AE that it will never cause issues with FPS - it runs 400 times slower than it did in Skyrim LE.

My bad, where do I find those calls? Which log should I be looking at? I reinstalled all utilities and mod resources so those settings should be default. Im not sure where to check papyrus budget, is it these lines in skyrim.ini?

My gpu load never exceeds 80% and I have 15gb VRAM, so I should be fine. I took a look at DXVK but I don't really understand what it is? Isn't it something for Linux?

Translation layer from DirectX to Vulcan. It fixed my issues with stuttering outfits, doubled my fps from 30 to 60 and made the game run significantly smoother all around.

Translation layer from DirectX to Vulcan. It fixed my issues with stuttering outfits, doubled my fps from 30 to 60 and made the game run significantly smoother all around.

Unfortunately none of those fixes worked, however I solved the issue by uninstalling the majority of my mods and only keeping the most important ones. Now my GPU usage is much higher, I have a constant 144 fps and zero stutters! Now I'll have to go through the pain of slowly enabling a few mods and testing.

After further testing if anyone else finds this thread, the issue was Petite to Plenty cbpc config apparently. It might be my own fault for configuring the inis tho

Probably had the tuning rate value set to something other than 0. Physics get reloaded every N frames then. Personally I would never use that value, especially considering how easy and quick it is to re-issue the "cbpc reload" command in the console.

That was exactly it, I even think the mod description says not to forget disabling it for gameplay, I'm just a dumbass lol
