No Water (Oblivion Classic)

I have run into a problem there is no water in the game.  I searched online and all point towards Oblivion Reloaded Combined which I am using along with an enb.  I have used ORC before and did not have this problem.  The only difference this time is that I am suing an enb.  Although I found some results none of the solutions work.  Has anyone ever had this problem and if so how did you fix it?

I think the easy way to fix problem like that to download some mod that change water from nexus like Lush and Gaudy Water, Better Water, .....  test them one by one by add to bottom of your load order if one fix it, then use it.

Alright I do that.  I already tried the Enhanced Water mod.  I will try the others.
