Are you a MOD TRANSLATOR? Can you chime in on this argument?

I got into an argument with one of the translators on the site.

 

They seems to be posting whole mod package files (that includes tunings, assets, etc... basically everything but the script file) as a translation package, which I think is a horrible practice to do so, as translations should only really include the localized string table(s) and nothing else, so it doesn't lead into possible incompatibilities and errors in the future, but they disagree with me on that, citing that it's necessary... anyhow, I won't describe the whole back-and-forth here, you can check it in the topic itself.

 

What do you think, am I wrong this?
(I'm prepared to apologize and admit if I'm wrong on this issue, but I don't think I am.)
