But I feel out of loop with the development of available tools, and I can't be sure how current the information is out there. I was wondering which program I should I use and what is the latest version supported? I would prefer not to install old versions of python.

I can help you with Max but a vast majority of Modders use Blender so if you have to learn one way or the other, I'll take the Blender path. Vioxsis: are you saying Blender doesn't support Skyrim Nifs at the moment? Sorry I haven't modded for it.
Vioxsis Posted January 13, 2014 Posted January 13, 2014 I'm a max user, but no blender does not support skyrim. But you can edit the nif so it looks like a fallout nif and import that. And once exported you just do the opposite and change it to a skyrim nif.
