Renaming Public Poser numbers

Can I just simply rename the numbers from other public poses to those on the fnis list which goes up to 15 and simply run it to get it to work?

 

Trying to get a mod from a different public poser based mod to work with the others and I don't want them to replace or overlap.

Yes.  You can rename the .hkx files to correspond to the animations from FNIS (cyclic, etc.) or any other pose mod that has unused slots.  As long as those animations are defined in the _List.txt file for that animation mod, you've named them correctly and you've run GenerateFNISForUsers.exe afterward to update behaviors they should work.  I have replaced several of FNIS's animations with those from other users in this way.
