Technically TLD can unifie the Empire and so have an entire armie with it (assuming you chose the Imperial side in civil war and finish the Dark Brotherhood quest, as you are the last dragonborn and the Empire throne become vacant...).

The Vestige have litteraly 1/3 of Tamriel with they, but just allies, not servant.
Nerevar some tribal folks on a little island.

And The Hero of Kvatch... is a friend of the Empire, yes, but not the emperor themself.

So in term of political power, TLD is largely winner.
We can't compare power level in games, cause gameplay are totaly different, and even with a hard limit of 100 level, Morrowind is largely more permissive for the player to break the game, and a level 100 Nerevar do enough damage to annihilate the three other with just a personnal ring they craft.

In term of special power, only TLD and The Vestige have something real, Thuum or no soul, Kvatch'heroes and Nerevar just use the same magic as everyone.
I largely prefer Morrowind and i'm always team Nerevar, but i must admit that probably TLD is the most powerfull protagonist we can play accordingly to the lore.
