FO:NV modding help

I'm not new to modding; I've had stable Skyrim and FO4 LOs even when I accidentally let Steam ruin update my games for awhile. Because I haven't played New Vegas for a few years, I'm playing vanilla right now.
BUT I need a written guide to setting up a basic LO for NV. Please, no tutorial videos; I find even the best of them gloss over or completely skip basic, important steps.
I'm looking for Script extender, bug fix in the vein of USSEP, mesh improvement, etc. I want to end up with a sexual New Vegas; why else would I post here on LL?

As a hoarder “Underground Hideout” made the game much more fun to me

There was an issue with it where sometimes gun displays wouldn’t work properly but even with that it’s a must have mod to me
