Can't move camera up/down in 3rd person???

I did a System Restore (I 7z'd my entire Skyrim folder first, then extracted it afterwords and replaced all files), and now when I draw a weapon in 3rd person I can't move my camera up or down (it's locked going horizontal only) and even if I'm sheathed I can't move my camera up or down while moving. It resets my camera to directly behind me the instant I start moving and I can't move the camera up/down at all... The camera works fine in first person.

 

How can I fix this?

 

edit: Okay. Well, I dunno what was going on but I reinstalled Skyrim and repatched it and the problem was no longer present so then I manually copied over my meshes/textures, esps, and such, and now it's back to how it was before.

 

So weird...
