SOS Persistant Underwear

So I recently did a clear install of Skyrim and did a careful installation of all my mods. To my annoyance though, all the models persisted with wearing underwear. After some fiddling here and there, I've got it to the point where my character lets it all hang loose, but all the NPC models continue to wear underwear. So at this point, I'm not sure what the deal is.

You have some problems, you should use the unofficial patchs and sort your load order with BOSS. Perhaps a few of your mods are dirty which may require cleaning with TES5Edit

Why these to together?

Start the game and don't load any save. In the menu screen bring up the console and type:

coc whiterundragonsreach

player.sexchange

undress yourself and wait a few seconds. Does the schlong appear?

look for a npc and check his schlong
