Well, I thought NetEase had implied something obvious but the MOD community didn't really get it.
To all MOD authors:
As a person who has  PHYSICALLY touched the front lawn of the NetEase headquarters office building and lives in the same network public opinion environment with NetEase. I tell you clearly that NetEase dont give a shit  about any NSFW skin of Pani Paker. Just like NetEase doesn't care about any other MOD for this game. NetEase just pretended not to see that the game's MOD community existed and was secretly be happy that these mods attracted more players.
In fact, before the official launch of the game, NetEase hired some influencers on the CN network to promote their game. Some of these influencers used mods in the live broadcasts that NetEase hired them to do and nothing happened.
I mean, some mods were being used even before the game was officially released, like the one where Iron Fist becomes Jeff. It was created by Chinese beta players and later released to the English Internet.

In the Chinese community, the game's MOD is being privately circulated on chat channels. Someone even made  videos on bilibili (CN's version of youtube, but only for young people) to promote their MOD. You don't even realize that a lot of the mods on NEXUS are made and shipped there by Chinese people, but we speak English on NEXUS. In fact, when it comes to videos on bilibili that teach others how to use mods, NetEase, which works closely with bilibili, secretly restricts web traffic to those videos instead of reporting them.

As for Penny Parker, there's no need to consider the "she looks like a minor" issue. Because if you ask NetEase her age, they will 100% tell you that she is an adult. Because in the public opinion of CN, having a player manipulate an underage girl to get shot in a game or have her shoot someone else, even with a sci-fi spider silk bullet, is a hundred times worse than someone making NSFW work in private on a girl who looks like she might be underage.
This is not a matter of "cancel culture" like on the English Internet, but rather, if NetEase admits that she is a under18, the entire game business department may will be "canceled", not by angry netizens, but by the government's shutdown and rectification order.

In summary, you don't need to consider whether Peni Paker's NSFWMOD will attract any lawsuits, just whether other users in the virtual community will accept it.
Just go for it.

Some westerners have a mental illness where they assume that anyone who looks young is a child, non adult. Even if it is just a virtual character, not real person.

Well. In the comics she's originally in high school too. Like Peni in the movie and those comics are basically the only appearances that people know of.

In fact, Squirrel Girl was now 20 years old in the original comics.
