One thing I did notice though was that I can't use tattoos with these sims? I guess the skin overlay or something is covering all tattoos?

Yes sir, I always use alpha skins for a more realistic touch, and they can't always be combined with other CCs or some game content for the skin, however, most of the tattoos I downloaded from other creators could be clearly seen over the alpha skin.
