Weapon damage mysteriously drops

I've run in a really weird bug.

 

Every now and then I enter combat only to find out that my guns do no damage whatsoever. To the point when I need 6-7 shotgun blasts to kill a basic radroach. Literally. And these guys only have 1 hp, so I'm not sure how is that even possible. This mostly affects shotguns, bun occasionally other weapon types.

 

As for the offending mods my first suspects would be AN76, Start me up and Provocative perks, as those meddle with weapon damage explicitly. But why at random?

 

Any ideas?

Maybe it's not the weapons but the enemies that are bugged? Might widen your investigation.

 

For instance, radroaches are the default race if something goes wrong with a race/monster/npc replacer mod. Could be a radroach with Behemoth stats, (just an example).

Good catch. I shall get Awareness perk and monitor their HP/armor.

Okay, so it was Start me up after all. Somehow I managed to arrange a combo of perks that dropped my damage to near 0.
