Animation Stops After 13 Seconds??

I'm making some custom banners and I got them to work, but after 13 seconds, they stop moving & will not start again.

Trees, flowers & grass constantly move, but not my banners.

 

There's a command in nifskope called "Controller Sequence". Sure enough, it says "stop at 13"........(seconds?)

But when I change this number to say, 99, nothing changes.

 

Any ideas on getting my banners to constantly wave would be appreciated.
