Disabled items in areas don't work ?

I've a problem I don't understand.

 

In an area, I disabled some items, deleted others and place other elsewhere in the area.

 

If I run my mod as a .esp, all works perfectly

 

If I run my mod as a .esm, disabled items are enabled, deleted ones are not and the other are at their original place.

 

I verified with NVEdit and I see only conflicts with the base falloutNV.esm and normally I'm the winner cause my mod is placed after in the load order.

 

Any ideas ?
