Changing Bar type to residential causing loading screen freeze! Glitch/Bug!

i'm at the lot The Sand Bar in Islands.  When i go in the lot i can't leave! the game gets stuck at the loading screen!

Even if i don't change anything! Doesn't happen anywhere else!  i tried to change it then save & the game won't save. just gets stuck 'trying'

Anyone else having similar issue?

Is there any other way to change lot type other than build mode?
