does anyone know how to fix this

I went to play the other day and the game shutdown on me saying it can't find the RFF status check perk/rusty face fix esp. 800 perk.

can someone tell me what it is and why it just popped up and shut the game down.  I try uninstalling and re installing and that didn't do it.  I searched in internet but all there 

tries says go through the consul but the game won't even start =crashes straight off it won't boot up.  I even uninstalled all mods and reinstalled.

currently using the down grader could that be the issue.

try reinstalling https://www.nexusmods.com/fallout4/mods/31028?tab=files and make sure the plugin is enabled

 

seems someone had the same issue as you on the bug tab : https://www.nexusmods.com/fallout4/mods/31028?tab=bugs   (Crash after start up.)
