[Request] Freya & Sif nude mod(God Of War Ragnarok)

Has sony made it impossible to make nude mods and actually change the size of genitalia with there new way of making games like ragnorok and forbidden west? 
Cause its seems that these 2 games hit a road block with even normal modding like new skins for kratos unlike the first game. Which is just hella annoying and stupid. Not sure
