Peeping Sims Aren't Spawning

I'd noticed that there seemed to be a no-show with Tom Peeping not appearing at the houses in my save. I sped up the time and cycled through about 7 days of him not showing up. I'd see him walking around the same as other Sims, or showing up in bars and clubs etc. but not coming to any of the played houses I have. I even took a couple of NPC Sims and gave them the Peeping Trait, and did the same thing. Still none of them showed up. I have the Peeping Sims setting at maximum and switched on in settings, so I don't know what's happening. When I first had the mod about three years ago, he'd show up about a dozen times a day, until I had to tone it back. Anyone else noticed this in their game?
