There was a mod for LE that would give you a shout to turn dragons into women for a short period of time but I don't think it ever got ported to SE/AE

 

I think it was this one:

At the very least, this mod has a humanoid avatar for Paarthurnax which speaks his lines even if the original Paarthurnax still exists in the game world.

It's a personal mod of someone i found on nexusmod, but they don't share it. It's human Adluin I think
