I think it must be some kind of Vtaw outfit, and regarding the body, I believe that with a few hours of bodyslide tutorials you can create something similar, but you need patience. 1

Thanks to you i found it, its ultimate freyna outfit by vtaw, but somehow its kinda different, the original outfit by vtaw does not have cyborg neon element thingy like in the image, i guess the outfit in that pic already editted by the poster.
