Trouble adding a chest to a Merchant

OK, I am trying to have a merchant sell items from Devious Devices as well as items included in the ZAZ Animation Pack but I am running into an issue. Since some mods will alter the merchants chest I wanted to add my own with the items to be sold. I copied the existing chest and replaced the items with the new ones and placed it next to the other. All the appropriate keywords and such have been set up so the merchant is the only one who will sell them. My issue is that the merchant will not sell the items from that chest. The player can sell those types of items to the merchant (and only that merchant) and can buy them back) so I know the keywords are set correctly. If I move the items to the original merchants chest they will sell them no problem. Is there a limit on the number of chests that a merchant can pull from? Mine makes the third chest added as the 2nd is from Hearthfires and those items are available to buy. I have checked several tutorials on creating a merchant and a merchants chest and don't see anything I may have missed. I can't find anything that says there is a limit on chests for merchants so I am stumped. Anyone have any ideas?
