Maybe this?  And before anyone else jumps in, even though this mod is on SkyrimSpecialEdition Nexus it seems to be made for LE.

If that's not it you need to look at any new files in \data\interface and look at their 'modified by' date and match that to the install date of your mods.  That should identify which mod is installing this widget.

Perhaps, unfortunately my external hard drive I had skyrim downloaded on got corrupted and I lost everything on it, and until I get a new one and redownload it and the mods I had installed which should be cloud saved I won't be able to tell.

Bad idea.  I'm not sure what you mean by "drive I had skyrim downloaded on" but I assume it means you installed Skyrim on an external drive, which is a very bad idea.  If this is not a legally purchased copy of Skyrim then I would encourage you to read the community rules

External drives are limited by the throughput of your bus and anything external (e.g. USB) will be many times slower than a local drive.  Running Skyrim on an external drive is not a supported environment.  If you want the best performance you should install Skyrim on a local drive.

It was a legal copy, I had to install it on a external hard drive due to my laptop's built in drive not having enough space, so I have to work around it by using a external hard drive.

Hello, the culprit mod is 100% BeeingFemale (I had the exact same issue on SE not too long ago).

Its enabled by setting messages to debugging/all under general settings (in the MCM). Its then triggered by holding E over a female NPC for two or more seconds. You can disable this feature by scrolling down the debugging / cheating menu and unticking "Couple Maker" (in the MCM). Attached some screenshots below showing the issue and how to disable it (Assuming the LE MCM of BeeingFemale is the same as SE). Good luck.
