Custom NPC Spawn Mod

What I am looking for probably does not exist. I play with a vampire mod called Sanguinaire which I enjoy. It has one very glaring problem however. Encountering these vampires is rare unless you are actually seeking them out. Many mods that add custom NPCs are like this. 

 

What would really be nice is a mod that would work like SKKs Combat Stalkers or even Endless Warfare where you could use the i.d. # of custom NPCs from mods to have them spawn in the world. A mod perhaps where you could add them via an edit in the MCM config or something.

 

I think a mod like this would be very popular. Certainly would be with me.
