Do the peeping NPC lower your "Get Famous" Rep?

I've noticed that whenever one of the peeping NPC comes along to watch my sim, I get a negative reputation icon. Do the peepers lower reputation when they watch you, or is there something else happening here?

Edit: Another thing I've been getting annoyed with is that my sim automatically picks a fight with peeping Tina whenever I attempt to talk to her, no matter what I set our relation to. We'll be marked as friendly and the moment I try to talk to her we get into a scuffle

Your Sim being seen by a peeping Sim through a window does not affect your Sim reputation. Your Sim seeing the peeping Sim will lower the peeping Sim reputation though.

 

Peeping Sims are not there to talk, they will always either run away or you will fight them. High friendship or being an Exhibitionist will let Sims ignore the peeping Sim or just be shocked to see them. The only way to interact with them is from the inside, through the window when you click on them.
