You can increase your animation number DRASTICALLY with these tools:
  Animation Limit Crash Fix (Skyrim SE and LE), SSE Engine Fixes (Skyrim SE only)
  Since FNIS cannot know if such mod is installed, it will still warn you at the original limit.
  But when such tool is used, load calculation can be switched off (FNIS.ini: "LoadCTDCalculation=0")
 6585 animations for 26 mods and 44 creatures successfully included.

it could be that you have LE animations installed into SE/AE, turn on the hkx file compatibly check in fnis to make sure that you don't.

also you have a lot of animations installed, you should maybe remove some if possible.

You are right, I also have 32000+ animations on nemesis, so how can I quickly find those old LE animation packs?

Also, turning on hkx file compatibly check doesn't work. I've tried it several times. Now my console will have these message when playing the scene.

Just like:Thread[0]-HookAnimationPrepare()-Skipping[x]:None or Thread[0]-HookStageStart()-Skipping[x]:None

OK, I found the problem, it was SLSO. I turned it off and it worked fine.
