If you're very lucky, u can just use the 2nd image as an overlay on the skin.
most of the the time, you just need to do a crop and copy on the tattoos you want and past them over the body diffuse using an app like paint.net.
make sure you paste them on a new layer.  Also that the 2nd image is a png with a transparent background, if it's not, u can go through and use the magic wand to delete all the white sections
