Sims refusing sex even with always accept on

i've got the always accept sex cheat turned on but sims randomly refuse to have sex saying "how about we talk about being in a more committed relationship?" or "how about we just be friends?" esp when the initiating sim is a casual romantic

 

if i start solo sex and then invite the sim that refused, they join in no problem

 

i don't have perversions but i do have ksuihuh's sugar life mod and kritical's dos. ww v178c, skipped the april fools update.

 

anybody else had this problem? it's only started in the past couple months.

Sims aren't refusing for me, but I'm getting NPCs refusing other NPCs while in a Swingers Sex Club. Might need to check your options, might have something that enforces higher romantic values

that's what i thought but the option to ignore relationship settings when always accept is on, is on, so not sure what else could be missing
