Question about flicker bright normal bright normal

This happened today, couldn't figure out what caused it so I backed up to a previous save where it was gone.

Happened two different times today.

Any of you ever experience this? I wondered if it was my Nvidia video card which is updated to latest drivers.

Any comments appreciated.

It's a GUI effect, so maybe an active spell/effect. Check the status tab.

 I don't guess I understand, there were no effects going on, and where would the Status tab be?
