bug no human enemies (aka no bandits no vampires etc..)

honestly don't know why this occurred ive tried for hours to find and trouble shoot this problem on my own but cant seem to find the reason as to why.

ive been adding mods daily always making sure that all requirements are met ive fixed all my CTD problems with trial and error and forum posts but now I've come across a bug that breaks a lot of quests and immersions 

 

no matter where or when there seems to be no human(mer, argonian, khatjit or any of the human races) spawning some none human enemies aren't spawning either like Hagravens.

not in the overworld  not in dungeons or keeps or any other normal spots its just empty. there are some exceptions like vampire thralls which did spawn but no vampire in the area.

some necromancers in the overworld but that's about it for directly hostile npc. despite that neutral npc or friendly ones do spawn and animals are all there. this breaks all radiant quests that involve them from companions to bandit and forsworn exterminations bounties all undoable while i can use console command having almost Nothing to fight is really boring yet for the life of me i cant find out what it is.

 

it happens on all my saves and characters new or old. yes a new save also had this.

i haven't recently added anything as far as i know that should effect them like that at least not to such an all encompassing way.

note there are currently no crashes just a weird lack of enemy npc's which i want to fix. any and all load order tips or mod replacement recommendations are welcome.

so after taking a break from trying to fix this i came back today now this whole part of modding is new to me so i dont really know what i am doing so i tried spawning him in and even reanabled his ai it seems to work just fine yet so a bit confused why he doesnt spawn on their own i dont remember what mod could effect the spawning of npc the only current mods effecting npc are things like skin and hair mods which are gender specific but enemies across the gender spectrum dont spawn and some follower mods nothing related to the over world spawns or caves or hidouts. 

he is enabled
he can be spawned in with out any issues
he can fight like he is supposed to and dies like normal aswell.

is it normal for it to say race fox and name as 00039fe3? when i give the command prid 39fe4?
