Skyrim: Water bug after migration to new pc with win 11

so i had to switch PC

I had to install old Direct X and i had to copypaste old folder with SKyrim and NMM community

Now it works but water flickers and i hear water sound even when walking on a normal road for example in Morthal.

 

How could i find wich is the problem? I have no idea where to start.
