Unless Valve do something particularly retarded, just put your Steam client into Offline mode before the day of doom and leave it offline forever. Then just make sure you have very good backups of your system with everything on it.  (and the ability/knowledge to ensure you can restore them).

Mods you download from the Steam Workshop, probably not. You'll be fine with mods from other places, (Nexus, AFK, here, etc.).
