Democracy 4: Systemic Sexuality

Hello, I am making an adult Democracy 4 mod. So far I have 12 new policies and 3 new sim values. Later on I will add a few more policies, a few events, and some custom GFX. I have posted in order to find new inspiration for policies and events. I want to develop it a bit more before posting it for download. Here is what I have so far:

 

Sim Values:

-Sexual Tension (How sexually gratified a population is. Artificially inflated to give the player a challenge)

-Sex Work Cost (Like, the market price for prostitution)

-Normalization of sex

 

Policies:

-Sexual National Service (Basically a sex draft)

-State Mandated GF

-State Sex Work Company (I cant get the nationalization feature to work here i'm still working on it)

-Sexual Research Funding

-Pleasure Education

-Human Powered Transport Initiative (Basically get fit women to pull rickshaws around to replace cars)

-Rape law

-Sex Work for Jailtime

-Sexual Punishment (It's like Sex Work for Jailtime, but mandatory)

-Free Use Parks

-State Gloryholes

 

Future Policies (AKA I havent coded them yet but i've thought of them):

-Sexual Diplomats

-Amazonian Armed Forces

-Sexual Interrogation Techniques

-Age of Consent?

 

Future Events:

-Rise of Pleasure Clubs in schools

-Construction of a red-light complex (Think https://www.youtube.com/watch?v=sA0Fh91Wlm8)

 

Future Situations/Dilemmas:

-Women's Revolt

-Widespread Nymphomania (Influenced by mental health)

Don't worry I plan to add gfx to everything, as well as replace those goofy ass people with some hot girls (sorry man-lovers, maybe you can make a submod for that)

I don't have any ideas right now but I want to say I appreciate unconventional sex mods for games like this where you wouldn't expect them.

I think the idea is really good- there was a game I played some time ago with a similar gameplay theme. I do wonder, though- how do you create/run a mod without going through Steam Workshop on Democracy 4? I was fiddling around with modding and couldn't get it to see the mod until I went through the in-game Steam Workshop thing. Since your mod would be removed from Workshop, how would installation work? I'm sure I'm missing something, but I did work on it for some time so I'm at a loss.

 

To go into a bit more detail, I created a test mod, then put a config text file with the format shown in the modding tutorial. Initially I didn't go through Steam Workshop. The mod wouldn't show up until I used the "Create New Mod" in-game. Even then, the test policy I created wouldn't show up- I had to use the "Update Mod" to put in a policy. 

 

I Googled it extensively, but couldn't find anything to fix this- I was curious how you could get a mod without going through Workshop. Would you have to get the game through another game store like GOG?

For actually creating the mod, I do use the in-game mod creator attached to the Steam Workshop. It's flawed though, and I have to go into the mod's files and modify things using a text editor, personally I use notepad++. As for distribution, I haven't tested it. Worst case scenario players would just make their own blank mod and copy-paste the files in.

 

I'm curious, what was the game with similar themes?

So... I know it's been a couple of years and all that, so I'm guessing the mod's dead? I don't know if Kartless is still active but if it was possible to get access to what had been done or something like that, it would be great.
