Are there any mods that give animals the ability to speak?

Looking for a mod that can give animals sentience, like the dragons thats compatible with other creature mods like MNC, if theres none is it possible to turn an already existing npc/follower into creature form? Sorry if this is a weird request

there are some mods around (Eg: talking horse and skeever) but i don't have the links on hand.

yes that can also be done. by mod or setrace console command.
