I think you can Dual Wield in Oblivion in a sort of pseudo way that kind of poorly simulates it. This is generally done by making a 'shield' that looks like a sword or any other weapon.

So basically it's a like a maine gauche in that it's a weapon you deflect and parry with rather than use actively as an offense.

With the right animations the offhand 'weapon' can also be used to 'attack'. I'm referring to the 'DMC Stylish Sword Dancer' addon which adds left-handed attack animations. But with a parrying weapon left-handed attacks won't deal damage as the weapon is still defined as a shield and lacks a damage rating (defined for real weapon items in the CS). Attacking with a blocking weapon is just for show.

That's the reason separate weapon dual wield mods exist to address this problem. I was using this one here for a while that enables you to assign about any weapon to the left hand (even two-handed weapons - if your strength attribute allows for it) and then block and deal damage with it. Given you are using those 'Sword Dancer' animations.

The only exception are weapons that have some sort of script attached. The 'Languorwine Blade', to give a silly example. Some additional functions like combination of damage, range and speed ratings for both weapons and combined enchantments make this mod an interesting system.

A compromise between the two techniques seems to be this recently released mod. Haven't tried it yet. From the description it also enables you to assign any weapon to the left hand, but mostly for parrying. Though there seems to be one attack using both weapons at once.
