Can't access Skyrim Launcher

The version of Skyrim I have is a free downloaded version. It's running great, but there's one problem: the launcher doesn't work. I can only access the game through the exe in the install folder. This means I can't access the data files portion so I can't enable/disable esps or esms. I have the launcher, but I get an error.

Here's the message I get: "Application Load Error: 5:0000065434

 

What can I do to fix this? Is there any other way of accessing the launcher? Is there any way to enable esps?

If by "free " you mean pirated then you can't acess launcher.
