I'd start with the skeleton on this one. First, make sure no mod has replaced that horse. If its still the vanilla whiterun carriage horse, then:

 [00] Skyrim.esm (7CAB85A9) \ Non-Player Character (Actor) \ 00072A08 <HorseForCarriageNew>

 [00] Skyrim.esm (7CAB85A9) \ Race \ 000DE505 <CartHorseRace>

Actors\Horse\Character Assets\skeleton.nif

If you want to inspect the harness itself:

 [00] Skyrim.esm (7CAB85A9) \ Non-Player Character (Actor) \ 00084785 <HorseForCarrriageTemplate>

 [00] Skyrim.esm (7CAB85A9) \ Outfit \ 000C236E <HorseHarnessOutfit01>

 [00] Skyrim.esm (7CAB85A9) \ Armor \ 000C236D <HorseHarness>

 [00] Skyrim.esm (7CAB85A9) \ Armor Addon \ 000C236C <HorseHarnessAA>

Actors\Horse\Character Assets\Harness.nif

Obviously, if you have a mod changing any of these records you'll have to find the correct nifs yourself.
