The version of the game is not lower than 1.64, all add-ons (maybe it will work if there are some, but I can't check it). Some lots have additional materials. The city will work fine if you place lots by name (for example, Sunny Day Beach is placed on the lot with the name Sunny Day Beach). If you mix it up, you can get problems with the image of the relief of the city. Or you can not worry and build up the city with any of your lots.
