I can't read. [Multiple Issues] {warning: I'm very dumb}

Alright so the title is figurative, I can read, but for some damn reason I can't get shit to work       Game version [SKSE 1.6.640 (SKSE64 2.2.3)] 

You may be wondering "if you can ready why the fuck you need help"  
Because I've done this tango before and have gotten things to work, yet that was before the AE release.  and I'm back to square one. ( did not buy the DLC, I only updated the game) 

I don't know how LOOT works. so that could be 1 cause.  Another cause is I did a funny dumb rush and just slapped it all into vortex without thinking, other dumb shit.
I don't know exactly where to enable papyrus (another dumb moment since it says where to enable it, twice) 

Main problem: the Framework just doesn't work, no scripts work, <not even dialogue works (this could be a separate mod issue)>

When starting the game, right off the bat we have 1 problem we get the DLL plugin launcher error. the plugins:  PapyrusUtil.dll  &   SexLab.dll  "reported as incomplete during load" 

Next problem: Outdated or missing SexLab.Util SKSE Plugin detected.  Currently i have both AE and SE builds installed now this could just be me being a dumbass but I have v165.7 (AE)  enabled.  if we go back to the 3rd line of this post we will see that I did not fully upgrade the game into AE, only doing the update given from steam. (should I swap it because I'm dumb  Yes or no?) 
The file location is in Skyrim/Data/SKSE/Plugins so the location isn't the issue. 

3rd Problem: Animations don't even start, like the scripts either simply don't exist or something else  there's no freezing, no T-Posing, no sounds, nothing.  (the only mod for sex I have is Buxom Wench Yuriana, it could be perhaps that the mod simply doesn't have those animations. )
I also do not have SOS installed because each time I install it, it never works, other than the 1 time it worked before the AE release, always causing issues or is outdated.  
I'm using an alternative for it.  If someone in 2023 doesn't have an issue with SOS you can chose to help me or not just beware that if you do, in-fact help, you have to be exact with details. 

In the past I have not been able to get Sexlab to work and now I take another shot with it, this time more motivated to see pixelated sex. 

Requirements are also met: 
SkyUI: 5.2 
FNIS: V7.6 XXL 
Creature Pack:  7.6
XPMSE: 7.2 
LOOT: Yes
USSEP: Yes

LOOT:  8 warnings, 0 Errors,  27 active regular plugins,  5 active light plugins, 7 Dirty Plugins

I cannot provide a papyrus log because i simply can't find the Skyrim.ini file.  Before you say I didn't read the 5 Pinned threads that screamed "READ ME" I did read them, I'm just very dumb and lazy.  (Edit: not gonna lie chief, I didn't read the farr bottom of the troubleshooting threat. )
I rushed ahead with mod installation instead of slowly going over every detail of the installation process.

I have Vortex so more dumb shit (Vortex isn't very preferred to others) 
Am i supposed to have 2 SexLab.dll's installed?
