Scrolling Glitch in Skyrim/Oblivion

So...I have this strange glitch in both games that causes the game to automatically scroll up after about 15 minutes of play. In addition I can't switch character perspective. Since it's in both games I can rule out the possibility of it being a mod.

 

Anyways here are my system specs if anyone has any idea what's going on.

When it happens try checking what processes are running in the background.  See if your notebook has some "hot key" type thing or if Windows 8 has some damn hot key.

 

Check also your scroll lock key.

 

I used to have an issue with Win7 that if you held down a key too long too often it would pop up that damn "assistance" wizard and Oblivion would then CTD.  I finally managed to disable it......but I don't remember how.

I don't have any background functions open. Will try playing with Scroll Lock to see what happens

 

edit: Scroll lock has no effect. Furthermore I can add "New Vegas" to that list
