Is it possible to modify an heel mod to fix the idle animation on short sims?

I found out this slider for high heels:

basically, it activates only when the sim is standing/walking and place the sim higher than the ground to make it look like it walks on high heels, but while sitting or laying down the sims height return to normal.
I know nothing on modding, but i was wondering if it's possible to reverse this behaviour (placing the sims higher only while NOT walking/standing), so it can be used on shorter sims to prevent them to clip into chair/beds.
