Sound like a spell happens then everything gets bright and washes out

Just like the title says frequently in my game everything will be normal then there will be a sound like a summoning spell or something activating and suddenly everything get bright and washed out. After a while the sound or at least a similar one will happen again and everything will go back to normal. I included screenshots from the opening sequence showing what it normally looks like vs after it happens but it but its intermittent through the whole game.

My assumption: it's the Auto-Nighteye setting from Skyrim - Utility Mod. It looks a lot like Night Eye and from your list that's the only mod I know, that "plays around" with Night Eye.

 

I'm not quite sure where its buried in the mod's MCM, but look for it and see whether it's set to active.
