When is a Quest Alias assigned to a Radiant Quest

I'll try to keep this a short as I can.

 

I use a seed game which starts outside Vault 111 I then load up various AAF mods etc.

 

This playthrough I had an odd experience in that after completing First Step (when Garvey usually offers Starlight Drive or Raiders at Oberland Station) Garvey would only offer Raiders at Greentop Nursery. This is useless for a low level pc as it's at Dunwich Borers which is a high level dungeon.

 

I tried repeating the the conversation a number of times, it did eventually get it change to Starlight Drive (Clearing the Way) but on completion Garvey would still only offer Raiders at Greentop Nursery. Out of curiosity I did talk to Garvey again and he then offered Ghouls at Oberland Station.

 

I did some digging around and views vary as to when the quest alias location is assigned to the radiant quest and saw opinions from very early game to inception of the conversation.

 

So does anyone know definitively:

 

a/ When the quest alias is actually assigned?

b/ Is there a way to check the location before starting the conversation with Garvey? (Being able to check the location in advance would allow a player to go back to a save before the assignment was generated.)
