Help with Deviously Cursed Loot Cloe

I am on first quest and I have to make Cloe become a follower. I keep talking to her but she never become a follower and I can't progress is there a console command to her or other method to fix this bug?

You're still in Helgen and found her? It should all be driven by markers. Find her, find the key, free her, talk to her.

Don't use the furniture mechanics (PgUp) on her, that bugged me once.

..the key to her shackles is only loaded into the game after talking to "Cloe" - so if you decide to free her

 

where the key is is shown by a quest marker

I done that then every time I try to talk to her to get her to become a follower, I select the option that would have her become only she does not, and I keep finding myself repeating a broken record where she does not become or register as a follower.
