i remember a bimbo ray gun someone was making over on nexus but he gave upon the idea.

 

anyone think they can finish the idea?

In Nuka Ride, there is a drug that turns people into bimbos, but I think further development of making that drug something more than just a plot device in that mod is on hold.     However, I mention it because if a jet like drug will do what you want it to do (cause a behavior change in NPCs or your PC) then there is already a great foundation laid out.
