NPC's cock properly its size varies but mine does not change size, is there any specific way to increase the size of my character's cock

That's a question for the Schlongs of Skyrim thread, either here or on Nexus, and one - what's more - that is answered in the mod's description and its Readme. But, to save you two minutes' hard work, here are two ways to do it: buy a dragon potion in Riverwood, or go kill and loot a dragon.

Read the instructions for SOS on Nexus.  Seriously.  The "Features" section at the bottom of the description contains all you need to know - basically 'Essence of Dragon' potions obtained from dragon corpses increase size, 'Essence of Falmer' (guess where these are found...) decrease size.  Read the entire "Features" and "FAQs" sections for answers to most SOS questions.
