Help learning modding

Besides youtube videos... is there some documentation to look at to write a basic mod?

 

Specifically, I'm trying to figure out how to change the level at which the courier delivers the letter for Bloodchill manor.  I have a couple CC houses that hit me with letters at 1st level as soon as I'm close to a village or town.  I'm hoping that if someone can point out what to do, I'll pick the pattern.  Looking through SSEEdit has not helped me identify where the courier delivers the letter or where I can change the level at which that happens.

 

I'm running downgrade patcher to before the AE update.  I saved and reloaded the CC content as mods after patching.
