I cant figure out what mod is making NPC equip extra bondage on my player

In case the exact dialogue helps it is: "since you like wearing lockable things... how about some more" and then a popup will say "X npc grabs your and locks more dwevices on you"

 

I have cursed loot and disabled npc comments

I recently downloaded toys and tried to find and disable every npc comment option

Does anyone know what mod is doing this?

This should be Cursed Loot.

 

There should be an option to disable actions on device comments.

As commented above, from Cursed Loot. I would recommend you carefully go through all mod's options, because in mod's default setup it can make the game close to unplayable. Like triggering DD equip event at just 25 arousal level, both PC and follower being equipped with gags making any communication impossible, etc etc.

 

Highly recommended to also use Devious Device Helpers mod so you at least have a chance of getting rid of armbinders and yokes in the middle of a dungeon.
