Looking for a mod that tattoos provide protection like armors so that player can be nude. I recall the mod's name was something about Dibella. Just couldn't find it. Any one knows what I am saying?

Based on what you described I think you are looking for Dibellan Defenders at https://www.loverslab.com/files/file/1240-dibellan-defender-naked-heroines-of-skyrim/.  Another possible mod might Naked Mage at https://www.loverslab.com/files/file/14280-naked-mage-se/ though it doesn't use tattoos.
