(Commision?) Werewoman curse mod

So i've made a couple of posts about this one already but haven't found anything yet. I don't know if people do commisions for these types of things and i don't know how much something like this would cost but i'm willing to pay a little money to get this made if that makes it more interesting. If no one can help me with something like this, i would really appreciate some modding tutorials so i can try make this myself, since i have no idea how to even get started modding skyrim.

 

A sexchange curse that would occur on events that the player can set; (On the time of day, when the player goes into water, when arousel gets too high, when it gets killed by the opposite sex etc.) This would give the player some debuffs depending on the gender such as male to female; "Can't use two handed weapons and heavy armor" or female to male; "Slower and less Charisma" I think this could resort in a very unique playthrough where you can be both genders at the same time and add a fun gameplay element to it. 

 

I've tried a couple of mods that kind of do this, but they have a lot of problems or do it in a way that you can only switch once.

 

The mod could have:

- fun gameplay elements which makes it interesting besides the visual change.

- A sexchange script without the head staying male or female (If that is even possible)

- A sexchange script that changes gender without having to change it myself in racemenu

 

I know that this is a lot to ask for, but i'm motivated to make this myself as long as i have a good tutorial series for skyrim skse scripting.

Pretty sure there are multiple mods out there who can do this (alternate actors, SL-hormones...)

You dont need skse plugins for this

Do you at least know a good starting point to get started making mods for Skyrim?
