why some locations in skyrim are 35-45 fps tops, no matter what hardware

like those birch tree forests around riften stables for example..

my gpu, memory controller, vram, cpu, ram all at 40-50% load at most.. but still i always end up with a slide show there..

is it some kind of engine/software bottleneck or something?

So you've done the obvious then?

  1. Disable texture/mesh mods that affect the surrounding area.
  2. Disable DynDOLOD.
  3. Checked the papyrus log for error spam.
  4. Disabled SMP and other such plugins that can easily slow things down in crowded areas.

Otherwise its probably just skyrim being skyrim. The area around Riften has always been problematic (since pre-LE). Another problem spot is outside Windhelm. Back in the day people used to crash in these locations on modded setups. Not noticed any issues in either location myself but then again, I haven't installed many texture packs and such, certainly no stupidly large ones.

I have fond memories of Battle for Windhelm civil war quest from long ago,  where the whole city would not spawn at all.
